RISK-BASED CORRECTIVE ACTION
Risk-Based Corrective Action (RBCA) involves the use of a tiered approach to developing site specific cleanup standards. The EPA is recommending that states consider using risk-based corrective action in their laws, regulations and procedures for UST cleanups. Over 20 states have already begun the process of RBCA implementation, with a number of other states in the preliminary stages of adoption. Most of the RBCA programs are based on ASTM standard E 1739 "Guide for Risk-Based Corrective Action Applied at Petroleum Release Sites".
Risk-based corrective action deals with the reality that some sites pose a lesser risk to human health and the environment than pre-supposed by strict numeric standards based on worst case scenarios. The flexibility to develop site specific cleanup levels based on actual site conditions may reduce cleanup costs by as much as 60 percent.
